Elements should be less than $100, (last I looked), and no monthly lease like the Creative Cloud suite with Photoshop and Lightroom. What I don’t know (which is a lot) is if the (free?) Nik plugin suite integrates with Elements. I use Nik tools more than the PS features. Noise reduction and their monochrome tools are what I use the most.

I  found this  tool. 

Photo Image Editor PixelStyle. (Free)

 

I'll give it a try it  has  Layering. For general filters I've only used the built in tools that came with my computer. This  tool seems to have a few similar filters.

I've never tried layering maybe that's what will help make some night shots pop? I'll give it a go this tool has layering ability. 

 

I'm  far from a professional and don't want to use a tool that needs a monthly fee.

I have Photoshop and Premiere Elements 2018. I purchased both for 70-80 bucks last year Black Friday.

Photoshop Elements does indeed bring up the Nik Suite when I start it.

 

I have not used it much because I have an older Photoshop I still rely on but it has a few newer features so I bought it as it was pretty cheap. (It opens my raw files on my D500)

 

My major dislike is that the program won't do any real stuff in 16 bit mode. It wants to drop you to 8bit.

 

That is okay for many but not me. I process the basic raw file and export to use in my older version of real Photoshop.....

 

Eventually I may end up back in the CC. I did 1 year but didn't use it enough to justify the cost.

 

Maybe Adobe will wise up and offer another Black Friday Photographers CC. $100 is enough for 1 year of something I don't own. I have to draw the line somewhere.... If I made money at this I guess I wouldn't care but I don't so I do....lol

 

Adobe is making millions.....

Cell phone shot on back of camera last night at Yellowknife.
It was so bright I forgot to up the ISO and drop the shutter speed.
Try again tonight if clear.
