Phoenix camper on a F150

hi all,
hope you don't mind some dumb questions.
 
just got my first camper, 2000 Phoenix Camper, pop up style, that i am going to mount on my 2013 F150.
so the camper is shorter than the sides of the truck bed by about 3 inches. 
i want to build up the bed to meet the bottom of the camper with something like this style:
 
 
so do you think the camper should rest on the top of the sides of the bed also or is it not that important? do you think i should add some foam to the top of the bed sides?

Bottom of camper sitting on the spacer which is on the floor of bed with at least an inch of bed rail clearance would be how I would set it up. Make the "spacer" able to carry stuff like camp chairs, camp/vehicle shovel, etc.
