I had the same issue getting my 2017 fwc swift shell licensed in Wa. They wanted me to pay the taxes on a fully loaded swift. I explained that it was a shell model and a lot cheaper. They told me to go get it appraised. I called up a few local dealers and they all emailed me a price for what they would take it for a trade in. I printed out the lowest price and brought that with me. I saved a lot of money in taxes.
