Yes, or no. Sorry but there are a lot of variables. What vehicle, where's your intake, has it recently rained, are you going today or middle of summer. If the water is over your intake, probably not a good idea, regardless of your tire size. If the water depth is 18" and you're driving a tall truck, you could probably drive through it at 100 mph.
You can probably drive through water a lot deeper than you think, but without knowing anything but tire size, there is no way to know, and no one will know except you when you do it. If you're concerned, walk it first.
Or, and this works most of the time, just put it in 4-wheel drive, first or low and take your foot off the throttle. Don't shift if you have a manual trans, just steer and idle through. When it doesn't work, it's pretty costly. I've done it both ways, and if you're unsure, it pays to walk it first.
