Seems like the next step is to determine whether my Tacoma has a smart alternator. Based on what I've read on how a smart alternator generates current, I'm inclined to think not based on the duration and consistency of current flowing during my last test when the battery separator was working. Not 100% on this however.
Related tangent - a member on here has a like new/uninstalled ACR for sale. Might that not be a good test if not solution? Or, would I be wasting my time and money?

If you don't have a Smart Alternator and the price is agreeable then I'd jump on it. Even if only a single Sensing version, it still will be better than what you have.

So, I called the mechanic we infrequently deal with and the Toyota dealership regarding the 'smart alternator ' question. Couldn't get a follow up phone call. Bought a multimeter and figured it out on my own. A 2006 Tacoma does NOT have a smart alternator.
Swapped in a like new Blue Sea ACR. Checked all wiring connections, disassembled and polished the terminals at the 3 pin truck-camper connection, used a dab of dielectric grease in strategic locations, and the charging system is now consistently working as it should.
While not the forward thinking 'evolve towards future lithiium' upgrade I was considering, it was an inexpensive fix that took some time and ingenuity. Thanks to those that offered suggestions and input.
