Insert windows off screen

When I click on an icon to add a link, image, email address, etc, the window opens up half way off screen to the left. All I can see is the right side of it. Image attached for you to see. I tried dragging it but that doesn't work. Any suggestions?

Do you know what version of IE that is? I'm hoping its not 6.

For general reference - IE6 is a disaster that often fails.
