What is this thing

I bought another Jeep from a Land Rover dealer. The fellow who owned it kept everything related to it and gave it to the dealer. This connector with light bulbs came with it but it puzzles me. The Jeep has a Draw Tie hitch on it.

Is it some sort of tester? Any ideas.

Hmm

Must have been from some other vehicle. Jeeps don't use that type of lights or sockets.
