When we had our free annual pass to all NPs as party of Canada 150 the parks were mobbed. Good for some, no so much for others.

I say buy the annual pass and feel good about making the contribution to our national natural wonders. Then go whenever you can and feel like it.
If you struggle financially, then by all means go on free days. You can also consider sharing a pass. The pass allows for two signatures on the back.

Depending on the park but many get slammed. I know a few parks I used to work for would specifically ask for volunteers those dates.
