Wikipedia says (well, after someone UPDATED the font of all knowledge) Ply Rating and Load Pressure (PSI).

Essentially, the hire the load range letter, the more plys the tire will have and the more pressure the tire can handle. D rated tires are 8 ply w/ 65 PSI.

Having said that, just because a tire can handle X amount of pressure doesn't mean that level of inflation will provide correct wear. I once had a Suzuki Samurai (awesome little off-roader, but poor durability) that I ran w/ about 14PSI on pavement to get even tire wear! The truck was just so light!

Yeah, I run my Jeep at 20 psi on the street. I know people who dont air down to that offroad :)
